Well, I haven't seen the Peacemaker show, I only know him from Suicide Squad (am I even allowed to write that title?). So I kinda expected him to have a Fatality based on that scene where he infiltrates the camp in the movie. But he seems to be based on the series exclusively, with e.g. a reference to the series intro sequence. He actually has gear, unlike Omni-Man (several helmets). He of course also has palettes but I only use one in this video. His moveset invites to spam, he has a similar stomping move to Quan Chi and Omni-Man but also that full screen flight from Raiden, but also very fast and unexpected projectiles. His shield reflects projectiles the moment it activates, after which it just destroys them. I'm kinda surprised he even came up with a moveset for him. I'd rather play him than MK11 Terminator to be honest.
